Caledonia overtime policing tab tops $11m

The OPP spent more than $11 million on overtime for the first seven months of the native dispute in Caledonia.

They also spent $816,000 for accommodation for officers and $324,000 in catering bills. That's in addition to $286,000 of meals expensed to the service by officers.

The Hamilton Spectator obtained the information after filing a request under Freedom of Information laws last May.

According to the OPP's own files, up to Oct. 5, 2006, they paid constables $9.4 million in overtime and $2.2 million to sergeants.

The most expensive month was June 2006, when the force spent $2.3 million on overtime.

In late May and early June, there were several major flare-ups. Those included a major protest on the May long weekend and several scuffles involving police, U.S.


Worth taking notice

So when somebody of the eminence of Mervyn King is involved in setting up an alternative to the courts, it's worth taking notice.

This is not in fact King's first initiative in setting up a form of alternative dispute resolution (ADR).

Some years ago he was involved in setting up the Arbitration Foundation of Southern Africa, which handled about 250 cases last year; now, in association with the Institute of Directors (one of King's many hats is the vice-presidency of the IoD), comes the IoD Centre for Mediation.

What, you may ask, is the difference between mediation and arbitration? Simple: one is combative, the other co-operative.

With arbitration, an independent arbiter is named who takes evidence from both parties and then issues a ruling. Inevitably, one side or the other loses.


Qualcomm Lashes Back After Nokia’s $20M Payment

Saber rattling between Qualcomm Inc. and Nokia Corp. continued April 5 when chip-maker Qualcomm filed an arbitration demand with the American Arbitration Association, regarding Nokias payment of $20 million to Qualcomm for use of Qualcomms patents in the second quarter of 2007.

Qualcomm says that handset-maker Nokias $20 million payment constitutes an election by Nokia to extend its license under the parties existing agreement, which expires April 9.

(Nokias decision) to pay an arbitrary sum for the use of Qualcomms patents is an acknowledgement of its obligation to compensate Qualcomm for the use of those patents, said Qualcomm in an April 5 statement.

The Espoo, Finland-based handset maker says Qualcomms royalties are too steep, but in its statement, Qualcomm said that Nokia is not the arbiter for what are fair and reasonable royalty rates.
